Texas Solar Panel Legislation

Texas has taken its first legislative step towards addressing the rampant fraud occurring in the residential solar industry.

On June 20, 2025, Texas passed the Residential Solar Retailer Regulatory Act (SB 1036). This Act authorized the Texas Department of Licensing and Regulation to regulate the residential solar panel industry - to some extent. For example, the TDLR now requires certain solar panel companies going door-to-door to register with the TDLR, there is a licensure requirement, background checks of sales agents, and a procedure for investigating complaints of fraud.

The legislature also passed a provision (SB 1067) requiring the Public Utility Commission to publish information online to help people in Texas understand the benefits of solar panels and certain sales practices to avoid.

However, these measures are not going to provide consumers with the tools necessary to get relief in the context of fraud, especially when you have a $80,000 loan for panels that aren’t working.
